Homekey Overview

Homekey is California’s nation-leading program released at the start of the COVID-19 pandemic to facilitate the purchase and/or rehabilitation of hotels, motels, apartment buildings, manufactured homes, and other properties, and quickly convert them into homes for Californians experiencing or at risk of homelessness. Homekey addresses both a need for safe, non-congregate shelter and California’s goal to accelerate production of affordable homes to help meet our state’s housing goals.

In its first year, Homekey provided funding for 6,000 temporary and permanent homes, the vast majority of which will remain permanently affordable for the next several decades. Building on this success, in 2021 Governor Gavin Newsom signed the California Comeback Plan and included $2.75 billion to expand the Homekey over two years. This significant investment continues a statewide effort to sustain and rapidly increase housing for unhoused and at-risk Californians. Grant funding is available to local public entities including cities, counties, and housing authorities, as well as tribal entities.

Since extending Homekey, the Governor has added even more state funds to the program – bringing the total to $3.75 billion – after local jurisdictions applied with substantially more viable housing projects than could be funded with the current round.
